Ms. Vilma Rivera Gallagher

Ms. Vilma Rivera Gallagher, an independent consultant with Columbia University’s Earth Institute, is a communications and project management professional, specializing in strategic services for educational outreach, program development, event production, media relations, digital media and web marketing development. Her portfolio includes large-scale projects, conferences, symposia, workshops, and research-based ecosystem studies courses for non-science majors. Ms. Gallagher also has four+ decades of experience in higher education administration. Her most recent project with the Earth Institute’s Urban Design Lab focused on developing post-hurricane recovery models.
Based in Vieques, Puerto Rico, the projects addressed resilient housing design, community sites designed for community empowerment, infrastructure design engaging transport, energy, water and waste and climate resiliency of coastal areas. Ms. Gallagher is a member of the Caribbean Coastal Ocean Observing System (CARICOOS) and sits on the board of the Vieques Conservation and Historical Trust (VCHT). She holds a bachelor of arts from Columbia University as well as a master’s in public policy and administration from the University’s School of International and Public Affairs.
